Erratic Idle

Hey guys I have a question I have a 84 mustang with the 2.3l Turbo motor in it. I just bought it and did a tune up on it over the weekend. (new plugs, wires, cap, rotor, oil change, fuel filter). My problem is when I start the car it revs up to about 1500 RPM's then slowly goes down, then it fluctuates, like it doesn't know where to idle at. Also when I drive it, it hessitates and jerks like its not getting fuel. I have no clue whats wrong with it. I have no problem reading or searching for this stuff, I just have found nothing about it other then maybe the EGR valve is bad. So please if you know of any post please post a link or point me in the right direction. Thanks for any help.

I pulled the egr valve electrical connector off and it didn't change. I think it the idle control valve. It has electrical tape around it for some reason.

Update: I replaced the IAC valve and it didn't help. I pulled the mass air flow meter off and their was oil in the intake, So my turbo's seals are gone. The mass air flow meter was covered in oil. I cleaned the mass air flow meter and reinstalled it. It helped stop the sputtering but the car idled high. I need to get my turbo rebuilt. Does anyone know of anybody that is good at rebuilding a turbo or a company that is not to expensive, or where I can get a cheap turbo? I believe the MAF meter getting covered in oil is the problem. Hopefully.

My 2000 mustang had the same problem.
I aslo changed the spark plugs on mine and it did it.. but what I didn't know is the spark plug wires need to go on the correct plug, if any are mixed this will cause the engine to have all sorts of weird idling, but then again it also caused problems drivving too

the oil in the intake is just a simple case of blow by my car has it alot of old cars do. ^ newb lol sorry bro but you walked right into it. did you check the coil also its a no brainer but could be a nasty air filter or you got water in your injection system some how. another no brainer but did you gap your plugs never heard of it causing wierd idle but i would just double check everything before you go dumping money but thats just me i dont have alot of it laying around lol.
