gears are going to give you the best seat-of-the-pants upgrade, and IMO should be the first thing you do (well, after all the maintenance stuff).

I don't like underdrive pulleys myself on a DD, but a lot of people here swear by them. I'll give up the couple hp up top for more reliability.

Rather than a header, I'd open up the exhaust. When I got rid of my stock muffler I got a couple hp and a few mpg.

Like I've said elsewhere, rather than trying to pull a lot of hp out of your car, you'll do a lot better with suspension mods. If she takes a bit to get up to speed, you wanna do everything you can to keep it when you have it.

I like Maximum Motorsports for suspension bits, Steeda and Griggs are good, too. A good pair of shocks will do wonders - if you can get Bilsteins, I suggest it.

Tires are also the *best* thing you can do for handling. As cheap as good tires are in smaller sizes, there's no excuse not to run the best you can. I suggest Falken Anzensis RT-615s if you can run summer tires, Kumho ECSTA ASX if you need all-seasons. DO NOT GET FALKEN ZIEX! They're utter crap and turn to wood after about 2K miles.

That should get you started!

in terms of handling, sub-frame connectors are the single best thing u can do for ur car to stiffen it up. full-lenght, weld-ons are the best

steeda makes them, maximum motorsports, a bunch of others
