Yes to your question. If you are planning on making more power with a fuel injected 2.3, the fuel system will need to be addressed early on and of course the ECU supplies the brains of this operation.
The stock Ford N/A F.I. systems for the OHC 2.3/2.5 engines are pretty much going to be limited to around 120-130 HP max ( about 240 HP for turbo fuel systems) before you run out of fuel, no matter what mods you do to the engine. This is why I consistently suggest that you choose a HP goal and work towards it. My suggestion would be to get a tuner early on and start to learn it. You can pull some extra HP from an otherwise stock engine using a tuner and it can allow you to swap injectors and change injector pulse widths with a few clicks of a mouse. All of us on these forums, who are trying to upgrade engine performance should have a decent tuner or stand alone to work with as a minimum starting point.
