Tighting shock bolts

I installed my new C/C plates on my car. But how do you get shock bolt on top tight? When I try to tighting it, the hole shock shaft turns. I know you can put a wrench on the shaft to stop it from spinning, but then that makes it hard to get a wrench onto the shaft bolt.

Kinda the same way you got them off. A large flat head screwdriver or prybar, or fashion something that will fit in the slot on top of the shock. You need 2 people. One holds whatever you use on top, the other tightens the nut with a wrench. Not the easiest thing in the world to do...
