GT500 fuel pump duty cycle

Ok, I've got some tough tech questions. The rundown...
2006 mustang gt
60mm turbo
60lb/hr injectors
gt500 twin fuel pumps
single fpdm
stock blow through maf

I think this is enough to get started on.
I was data logging to see what was going on since my fuel system is not up to par. Around 4500rpm under wot while its at full boost the fuel pump duty cycle goes to 50% and stays there. At the same time the fuel pressure drops to 8psi. Is the duty cycle staying at 50% because of the single fpdm and having two pumps, or is there something wrong in the tune thats not letting the pumps spool up. I'm new to these returnless fuel systems so I'm still learning. Highest maf count I saw was 455. I'm probably going to get a wideband tomorrow to see what the af ratio is doing.

Gurus please chime in here.
