coil on plug question please help!!!!

ok im trying to figure out why i have hesitation when i rev it (1999 4.6 dohc). It dies down then kicks up. So i cleaned the maf replaced iac, new plugs and new fuel filter. Now i tried to check the coils by unplugging one..nothing changed. i gave it a rev with it unplugged and the same hesitation. so i plugged it back in and did the same to the next one..same thing. They ARE all getting spark but i think maybe not enough??. I unplugged two coils and it was alot more noticable during the rev, you could tell it was missing then. but just unplugging any random coil didnt make it any worse??? what now? replace the coil over plugs or could something else be causing this? I tried to measure the ohm and it was like 1.5 or so, i thing its supposed to be 5.5 but my multimeter is a cheap model so i dont know if the reading was right. dang 300+ for cop's!
