Weird noise in 01 Cobra Coming from under dash

Alright guys I tryed to get a video with the noise, but my exhaust setup and engine is just way to loud for the video to actually pick up the noise..
I'll try to describe it as best as I can,
It sounds almost like an electrical current flowing,
or kinda like a small branch getting rubbed down a rigid edge..

I'm wondering if a small branch or something got under the black part near the window under the wipers and all and is knocking on something.. or we've got much much bigger issues..

however power Wise the car runs smooth the ALT was just replace yesterday and every electrical component seems to be in order...
any thoughts? anyone?

Im guessing your talking about the cowl cover? If it is all thats under it is wiper washer fluid pump. maybe its gone bad

Yeah the cowl, and do you know by any chance how much that will run me?

And it does this noise 24/7 after the cars been running.

Ive never heard of this happening so Im pulling all of this out of my ass lol. Pull the cowl cover (to make it easy pull the hood then pull the cowl cover. The cowl covers are expensive new so try not to break it). With it off listen to the washer fluid pump. If its still making a sound, I would look for a cheap replacement and replece it. If u need any help ask and Ill try to help u

PS. try to find a vid on youtube on how to remove the cowl cover so u dont break it
