would some off a 2002 gt fit my 1999 cobra?

I don't believe so, because you have IRS, and the GT has a straight axle.

I know that the springs for the 03/04 Cobras won't because when I bought my suspension kit for my Mach I recieved the kit for the 03/04 Cobra.

id say no. the springs should fit 96-98 cobras due to solid axle, but not the 99-01 or 03/04 cobras bc they are IRS.
two different part numbers on eibach's site
