Easiest way to drain tank /Starting issues

I have a bone stock project 87 5.0 that I started on about a year ago. Last March I pulled the fuel tank, cleaned and sealed it, installed a new walbro pump, a freshly cleaned set of stock (orange top) injectors, and a new cap/wires and plugs. I also replaced head and intake gaskets, recalibrated the throttle pos switch to .97v and bumped the timing to 12*. On its maiden run it fired at the hit of the starter, and ran like new.

A few days later, was noticeably harder to start - never did fire off at the hit of the key again - always cranked for 3-4 seconds then fired up, stumbled a bit then finally smoothed out as it warmed up. I think the gas was getting long in the tooth back then.

The Stang has been sitting for the past 9 months due to other projects (simultaneouslty building a big ATV, rebuilding the shifter kart and restoring an old land speed race car) getting time to get to it at all has become a real chore.

- I didn't use fuel stabilizer....the gas really stinks and I'm guessing it now has about the same octane rating as cheap beer. I shoulda watched the commercial instead of laughing at Bob in his boat.... I'm 99% sure that this will cure most of what ails it....
Lucky for me it's warmed all the way up to 38* with sleet, and the car last died whilst on the grass, parked under a pine tree. It's not something I'm looking forward to, but I've got to finish this and get the car moved by tomorrow because the rest of my weekends through the end of March are spoken for. It's going to be a real beast trying to jack this thing up because of the low profiles having sunk in the soil (leaving only about 2" of clearance)
1. Can I drain the tank through fuel rail the without having to access the fuel filter? I seem to remember that the fuel pump won't continue to run after the initial key-on time out unless the engine is running.
2. Is there an easy way to clear the existing fuel between the filter and the rail if I can't get a jack safely under the car to get to the filter?

Thanks!!!!

There is a test connector by the drivers side hood hinge. Ground the correct wire and the fuel pump will pump with the key in the on position.
