I live in San Diego and this happens ALL THE TIME!!! You've got to have insurance to register your car here in CA, but we get folks driving in from Mexico w/o insurance. Moreover, we get folks who just get insurance to register, then they drop it as soon as they get their sticker. Thank Darwin that the state is catching on to this and cracking down on them. If you drop your insurance now they cancel your registation....Still doesn't stop you from driving, however, as long as they don't get pulled over. But it's a start.

Whenever I see a car with Baja (Front BC) plates I stay FAR, FAR away.
