my moms old previa had an old toggle switch down there somewhere. I don't know what it was for, but i switched it many times while driving and nothing happened, except the cars driving behind us always used to blow their tires...

in your case it's probably an aftermarket alarm system, and the original owner took it out to sell it when he sold the car. Or maybe it's still working and you don't know it. Read the answer part of this link

Car Alarms: 1995 Toyota Previa alarm, fcc id, 1995 toyota previa

Older sytems will have a flip type toggle switch.

When you locate the button or switch,
turn on the ignition key, press and hold
in the button until the alarm chirps 1 time
(for toggle types, key on, flip switch in the
opposite direction, then key off)

This should over ride the system, and only the
keyless entry part, if installed, would still be
operating.

You would get a single chirp to confirm from the siren.
The LED (light emiting diode) light in the dash
should also go on solid.
