Burning plastic smell

Ok so I took my 89' 5.0 to get the oil changed and tires rotated about 2 weeks ago and everything was fine. I went yesterday to get it washed and they had to place the e-brake on so that it could travel through the wash. Everything was fine and dandy until I got home. I smelt a burning plastic smell from the back left wheel well. I didnt pay any mind. I have been driving it for like a week and now the smell is a lot worse, I got out of the car yesterday and decided to check on it. I splashed water on the wheel well itself and it sizzled as if it was EXTREMELY hot... but the other wheel was cool enough to touch.... The e-brake is completely disengaged and the brakes dont pull or anything .... it seems quite strange.... The smell only happens when i drive a distance over 10 miles.. and its like a burning plastic only from that back left wheel well... and its hot.... Any suggestions??

Thanks you guys

yup, its rubbing, they should be self adjusting, put your foot on the brake and go in reverse for about half a block if when you take it off everything looks decent
