my automatic cavalier did that also. I cleaned the IAC with carb cleaner made sure to get all the carbon build up off of it and problem solved. Maybe you didnt do a good enough job or maybe you need to replace it. They were only like 30 or 40 bucks for the cavalier. Check into it. wont hurt to replace it.

Mine used to do that, I put a new cold air intake on it and hasnt done it since

(if it surges when the engine warms up)
its the fuel pump, fuel filter, or dirty or bad injector
(if it surges anytime even when the car is cold)
then its the IACM, TPS, or a vaccum leak.
to check for a vaccum leak get some carb cleaner and spray on the hose and fittings and if it bubbles then theres your problem.
