Two things migh be totally wrong. One is that a 650 cfm is a little too big if you do not have relatively the need for that much fuel into the engine. Another is a weak fuel pump. I recommend a holley high performance pump to accompany anything on a carb greater than 60cfm. Make sure that in the carb conversion they installed a high performance pump, ususally people leave this step aside and you end up having a thirsty carb without any fuel pressure. Pressure test the fuel system, I am almost positive that the adequate fuel pressure should be between 85-100lbs.

One thing never to leave out is the most common f_ _ _ ups and that is the basicsand obvious. Check timming, check to see if there is a return line from the carb that is damaged or cancelled. Depending on fuel pumps (mechanical or electric) these returns serve a purpose and most people bypass them.

that 650 is not too big. check your timing. if thats the only time it does that, check your timing and the vaccum advance coming from the carb.

Float levels, accelerator pump adjustment, fuel pressure and timing are the areas you need to be looking at.

sounds like its loading up, try leaning out the Idle. Fuel pressure should be 7psi. Thats a really big carb and intake for stock heads too.
