sounds like a loose belt to me. the increase in engine speed causes the belt to slip, reducing the coolant flow and alternator output.

the gauge is electrical. the lower voltage is probably messing up the sender.

Has this always been an issue or did it start out of nowhere?

Im not sure if this is the problem but i had a problem with my fuel gauge and it turned out to be the anti slosh circuit board that plugs into the back of the gauge cluster. its on the top of the cluster in the back on the same side as the fuel gauge. but its also a volt regulator for you gauges. there like $80 new at latemodelresto.com or you can get them cheaper at a junk yard. ( but i think there only on 1990-1993 mustangs)

This is what that voltage regulator looks like. This is a replacement voltage regulator panel for your 1990-93 Mustang instrument cluster. This panel regulates the amount of voltage to your gauges and keeps them functioning properly. If you have had problems with jumpy needles, mis-readings, or flickering lights on your dash panel gauges, this could be the culprit!
