Help with starting issue....I ran out of daylight

ran out of daylight working on this today so I figured I would post it and maybe get some feedback.

History:
Holed a piston last winter and ended up putting a built 306 back in this march.( DSS 306 block, trickflow stage 2 cam, procomp heads, anderson springs, 1.6 rockers, edlebrock performer upper and lower) I took it to the strip for a little test and tune and it diddnt feel right. I was told maybe the valves were too tight. so I tore it down 3 times and reset the lash to 1 quarter turn past zero lash and it was tapping a little when I got it back together and drove it a little while (few weekends or so) then I tore it down again and set all rockers a half turn past zero lash and when I spun the crank a few rotations it still felt tight so I was comfortable enough to put it back together.
I have taken the top part of my engine apart and put it back together trying to set valve lash about 4 times (i have never done it so i had to learn) and right when I think I have it right my car wont start.

I have done nothing else besides take off the upper intake, valve covers, air tube (just the top not MAF) fan and fan shroud, and vaccuum lines. each time I put it back together it fired right up.

this time it wont turn the engine it just spins but it souds like the starter wont engage to engine...I thought maybe the starter went bad so instead of testing it I just got a new one cause it was the original unit so what the hell.

new starter did the same thing.

I put power to the new one and it pops out and spins just as it should.

this leads me to the small lead that causes it to pop out (solenoid I believe its called).

this is where I ran out of daylight..................

Happen to be missing teeth on your flexplate/flywheel right there?

I did check that...all looks good on the flywheel. the starter doesnt seem to be making contact with it.

perhaps today if its not raining when I get off work (it is now) I can get under the car and see if I am getting power when the key is turned to the solenoid.

perhaps ignition switch is at fault?

I have not but the ignition coil has nothing to do with the motor not turning over. it just deals with the spark

the problem i am having is with the starter engaging the flywheel.

check your cables, connections, is the battery charged is your starter relay clicking. the higher torque starters require a 2 gauge wire to turn over the motor. also check you ignition switch
