The lines are to cool the exhaust gases that enter the intake system through the EGR. I would assume it also cools the entire spacer as well because it would get hot from those same exhaust gases running through and around it. Many people disconnect these coolant lines. Not sure why they disconnect them unless they disconnected the other parts of the EGR system as well and no exhaust gases are there to cool.

You need the cooler lines if the egr is operating.you will fail emisions on NOX if you remove it and the combustion temp will raise a little. It can be blocked off and removed it want hurt drivability check engine light may come on.

Disconnecting the lines will hurt you because the air intake temperature will increase.

I know guys that have done it on a dyno and lost horsepower. It was a long time ago so I don't remember how much they lost but it was noticeable.

Leaking is a possibility. In my opinion, if you are worried about internal leaking, get a new gasket kit. Most gasket sets are under $15 and can be replaced in about an hour.
