Could be either inner or outer or both, lift it up, support it with jack stands and get under and wiggle and see where the slop is. A 1/4 inch is pretty bad and should be easy to track down the problem, with it that bad I'd guess at least the inner is bad. You can grab the tie rod itself and wiggle to narrow it down too. Only requires a few wrenches, and a large adjustable for the inners, and a tie rod separator or a plain old 2 or 3 prong gear puller and some wd40 for the outers. Requires an alignment when finished. I recently had a bad inner and just replaced both sides inner and outers in about 2 hours total. The parts arent expensive so why not.

They do loan out a tie rod separator, I think they have house brand (Duralast) inners and outers for about $20 each too. I paid a little more for the Moog ones on my Mustang but I've used the Duralast ones on a few of my other cars with no problem. It is not a hard job at all and once you do the first side, the other will be a lot easier. You should mark the threads so you can get it close for your drive to the alignment place, if you swap out an inner and an outer, you'll have to eye ball the alignment but if the shop is close by, you'll be good.
