whats the black and red wire going to the ignition tumbler for

Where on the switch are you talking? If I were to guess i would assume it's keysense for the key dinger because I know there's no ignition wires that are blk/red. The keysense usually goes into the front of the switch on fords so if thats where it is, then it's keysense.

yeah it has a plastic clip and comes out when you pull the ignition tumbler out the reason is mine is broke and i was wondering if its like a inhibitor or something to keep the car from starting

Then yep that's the keysense wire, and nope, it's sole purpose is to remind you when you leave the keys in the ignition.
