Please help car wont start key turns but steering wheel locked

Okay so I've replaced the ignition lock cylinder and the starter I turn the key and nothing complete silence. From what I can see and hear power seems to be works fine. I have an idea what it could be but "im not a mechanic so what do i know". The only clues I can give is the keys turns but the steering wheel locked. PLEASE HELP

Are the ignitions coming on when you turn the key?

if the steering wheel is locked after you turn the key, I would lean towards the lock cylinder being bad. Since you said you replaced it, you either installed it incorrectly, or there is a fault deeper in your steering column.

As for the car not starting. Have you tested for a 12v signal at the wire that activated the starter solenoid? If you have 12v there, the solenoid might be bad.

On my car you have to turn the steering wheel a little while turning the key to unlock it. As far as the starter get a test light or voltmeter and check if the starter solenoid is getting and sending 12 volts during crank like he said

In addition to this you could also have the wrong ignition lockset. In 95 mid year they went to a different lock set. 94's all used the same one.

im almost positive the problem is the lock cylinder not sure how i could have installed wrong being so simple (but if it was easy i wouldn't be having problems) but this is the second one ive installed assuming the first was bad ....... would have it towed but the steering wheel being locked is big problem
