I could be wrong? But Ford didnt make a 1993 Crown Vic with a 5.0! It come with a 4.6 V8 and auto trans. Better make sure you have a OHV 5.0!

Yes. Just swap over your intake and sensors and front accessories.

What makes the h.o an h.o is the cam and firing order. Once you do mods it wont matter a thing.

^ What he said. You'll need to swap in a cam with the 351 firing order (same as the 302 HO). My bad, I forgot to mention that.

Ok well my messed up motor has a f303 cam in it so all I have to do it change the cam over?

But on another note my motor got killed because of no oil pressure, it started making a really weird noise and the mechanic said it was the lifters that they where rattaling and that they had calapsed so do u guys think that my motor is still fixable or should I just go with the new block?

Depends on how mechanically inclined you are. If you can, I would pull it apart and inspect your bearings. If you do end up using that vic engine, I would clean up the GT-40's and put them on it. They'll be better than the E7's on the vic engine.

well I really wouldn't know what to check for so u think I'm better of transfering all my mods to the new block by haveing someone else do it?

It all depends on the shape of your engine vs. the one from the vic. I can't tell you either way because I have no way of knowing. Depending on how long and why yours starved for oil, it may still be ok or it may be shot. 83k is good mileage, but still doesn't tell you the condition of the engine. Those could be hard neglected miles, they could be babied maintained miles, or they could fall somewhere inbetween. No way of knowing for sure without pulling that one apart too.

If your bottom end is good and is a roller motor then all you need to do is swap your heads, cam and intake. If your heads are the same as the vic then leave them alone unless you want to pull them. If it was me i would go buy a Explorer 5.0 and simply swap my Mustang stuff onto the Explore motor and drop it in.

That's probably a 10 hour job according to a shop. Figure about 70$ an hour. Could be more than 10 hours, I'm just guessing.
