Sticky Throttle/ high Idle?

so just recently my car started with what i believe may be a sticky throttle. its a 91 mustang gt auto. it doesnt happen until my car is warmed up. and it doesnt do it all the time. but it will get stuck and idle high not to high but i can let go of the pedal and it will maintain its speed. if at a complete stop it will speed up on its own. i took off the inlet tube off the TB and the car seemed to lower idle. i put it back on and it went up again. butterfly is closed all the way. any ideas are greatly appreciated.
