Cruising speed stutter and RPM drop.

Got my car back from a local shop today. I just bought it last week and had to get it to pass emissions. It had an OR xpipe and a smog pump delete kit.

But it ran fine just wouldn't pass emissions. The shop told me it could use a tune up, so the dig plugs, wires, an induction service, and now that I've gotten it back when I'm cruising down the road doesn't matter what gear it has a random hard stutter where it feels like its losing fuel or something and then it comes right back.

It doesn't seem to do it going uphill just while cruising along.

Rpms go down not up so I don't think the clutch is slipping.
Maybe a fuel pump issue or something I'm not real sure.

What do you think?
