Ok then disconnect your radio completely, take a powerprobe and power up your remote wire in your radio harness. That should power on the amps as long as that's how you have it wired. Start up the car and see if you still get the noise with no deck but amps on and everything connected to them. If you still get the noise then the problem is with your amps, input wiring for the amps, or the amp power circuit. If you don't get the noise, verify the amps are on by quickly touching a 9v battery across one of the speaker leads when the amp is powered on. If you get a popping noise out of that speaker then the amp is on, and your problem is with a ground loop between the amps and deck, power circuit for the deck, or the deck itself. You basically need to narrow down the issue by process of elimination.
