tachometer problem ????????

when we bought the 92 lx convertible the fuel gauge didn't work and after troubleshooting the problem i replaced the little plug in circuit board on the back of the instrument cluster called the instrument cluster voltage regulator. everything has been dandy for a few weeks, then yesterday while we were riding arount the tach jumped up at idle to 2800 and stayed there. it will go up above that but not below. after riding a while longer it startind to fluctuate some and dropped back to normal, it has done this several times and now stays up. when you turn the key on to run where the tach drops to zero it starts out at 600. does anybody have any ideas?
