Bought new parts, but volts are still low.

I have a 1992 lx with a 2.3l 4 cylinder. My volts were reading low, almost none at all. So replaced the alternater, and since it was winter I went ahead and I replaced the battery (mine was looking rough) and battery connections then the volts were good. But now my volts are reading low when my lights are on and im at a stop sign, waiting for a light or waiting in traffic. Then when I start to drive, they go back up. With those parts replaced, what else could it be? You guys have been great with my other problems so im hoping someone can help me figure this out. Thanks in advance.

When I first changed these parts, my volt meter would fluctuate and lights would dim when im at a stop. Then one day I was driving home from work with my lights on and all of a sudden my volt meter was going down and down, finally hit zero. I posted before and was told my alternater was bad and sure enough, it was toast. So I changed these parts and now its fluctuating again. Can I just buy the harness for the alternator? Someone told me it might be my regulator, would that cause this to happen? Is that fairly easy to replace?

The volt reg... is what that second plug on the bottom side of the alternator plugs into.

But any ways... do you have an electric fan or under drive pulleys ? Ive also seen a bad alternator cause a battery to go bad, so i would have your battery checked again
