so I did a base idle reset on my car and I was wondering can you run the car without the IBS being plugged up?

Pretty sure your car doesn't need it's irritable bowel syndrome plugged up to run. Do you have a different name for the part you're referring to?

Do you mean the IAC (Idle Air Actuator)? (or I suppose you mean Idle Bypass Solenoid)?

This thing? (dead center of picture)

If that's what you're talking about, it will run with the wire unplugged, but it will idle slower. Or, if you have the throttle stop screw backed out really far and the throttle blade is completely shut, it will probably die when you unplug it.

Technically, although it can be used for this, that screw that adjusts how far the throttle blade can close is not really your idle adjustment. It's a throttle stop. If that screw wasn't there, the throttle blade could close completely, and when it does, it usually sticks shut, and takes some effort to get it open again. So, they put that screw there to keep it from slamming/sticking shut.

The engine does need air upon idle though, or else it would die. So, they have the IAC.. it allows a small amount of air to go around the throttle plate. The air comes in through a hole in front of the throttle plate, and goes through the IAC, and the amount of air the valve allows to pass is controlled by the solenoid, which is controlled by the computer. This is why it idles faster when it's cold.. the computer opens the IAC just a little farther.

Another benefit of having the IAC (vs not having it and just using the screw to set the idle) is that it allows for a cleaner shutdown. When you turn the ignition off, the IAC closes, and since the throttle blade is almost shut, the engine can't get any more fresh air, and it can't "diesel" or "run on" (keep running after you turn the ignition off). Old carbureted engines did this a lot. It sounded like this:
