Depends on if you have an auto or stickshift...

If it's an Auto, gears hands down. If it's a stick, you can get away with the cam and stock 3:08 gears but you'd need to upgrade down the road to feel the effects...I would just do gears and the cam together since gears are all of 200$.

And please...Don't get a b-cam or an e-cam...They drive like shit and their specs aren't up to date. Get the Anderson N41 cam for those heads.

I suggest gears and then the cam because you will feel the difference in gear ratios much more than a cam swap alone.

We don't have newer mustangs so we do not need a tune. We do, however, need a new speedo gear so your speedometer is correct.
Let's put it this way..I explain gears this way any time someone asks what they do. Imagine you're riding a mountain bike and you had to start in 3rd gear every time..think of that as your 3:08/3:27 (stock, depending on what options your car has) gears. No matter what you have to lug your pedal speed up in 3rd gear from a start to get to speed. Now, say you're riding that same mountain bike and you start in 1st gear. That is the equivalent of putting 3:73s or 4:10s in your car. You start moving easier and you can accelerate faster, but you have to shift more frequently and you pedal fast even easier. Does that explain gears a bit?

The gears will make your car accelerate harder and it will also turn more RPMs in general. What's your intended use for the car? Purely street? Personally, I would go with 4:10s.

id do gears first, and i 2nd 4.10s unless you do alot of highway driving. i have 4.10s in my car and love it, but my car is not a daily (unless i want it to be), doing 70 on the highway it throws about 2500 rpms, and with longs tube headers, no cats, and straight through mufflers, its loud and annoying depending on how long i drive it. and i get 10mpg everywhere no matter in city or highway. but other then that, i love my 4.10s.. 3.73 wouldnt be bad either.. all depends on how u use your car.

I'd say get the 3:73s. I have them and I'm happy but I want more so I'm getting 4:10s.

If you had 3:73s, the cam I suggested, slicks and a good driver I would take a good guess of 12.5-12.6 @108 MPH.

I'm assuming you're talking about an install kit? Yes, you'll still need it as the gears will just be the ring and pinion gears.
I would certainly do gears before a cam. I have 3.73s, and I'm glad I didn't go 4.10s. Honestly, for the way I use the car, I would've been happier with 3.55s, but I certainly won't complain about how hard it pulls in 2nd/3rd gear.

Keep in mind, due to you mentioning budget, that you are gonna want to pay someone to do either job here - cam or gears. With gears you should have an expert install them for sure.
There are many of us that have spent our share of time with a wrench in our hand that will not attempt a gear swap on their own. Do it wrong and at best you will be annoyed by the noise it'll make. At worst you will put it in drive followed by a very loud noise and then you aren't going anywhere. Not that you can't accomplish this task, but I would say having someone that has done it before (like a hundred times) is almost a requirement. The cam would be something to consider farming out as well, however I know a lot more folks that have done a cam swap than gears and would lend me a hand, and I bet you do to. It's not a simple task, for certain. As far as which one to do, you want to do both, obviously. The gears would probably be the way I'd lean, but then again I have a friend that owns a Jeep / Off-Road shop (installation only) and he does these in his sleep! lol Good luck (and go with Ford Racing 3.73's IMHO)!
