AC messed up

When i turn my ac on it only blows out threw the defrost and threw the floor, it will not come threw the vent. I noticed I had a small hose that runs from under the hood into the fire wall and I noticed that it was cracked. Then I touched it and the damn thing broke. So i tried to re connect the hose together but it was a bad fit. Is this the ac vacuum line or something?

Yes it is. the vents are switched using vacuum. The default is the defroster. Fix the hose then check again..

Does having the engine running make any difference? With the engine off there should still be enough vacuum reserve to control the vents right?

Fix that hose and/or you probably have a bad vacuum valve.
