B Cam NOT Loping......NEED HELP!!!

I have a 90 Coupe with a 302. I had a Motorsport B Cam installed and it has NO lope. I have GT40 heads with 1:72 roller rockers and Trick Flow Upper and Lower, Full MSD, 80mm Mass Air, 70mm Throttle Body, Underdrives......and a couple other things. Will this combo or just the heads and rockers, in general, keep the cam from loping or did I get scammed and the guy not even put in the cam? Could something be out or not working? Like the distributor or map sensor? Also, I tried to hook up the car to a scanner and the scanner could not communicate with the computer. What could be causing that? Will that cause the non lope? Hopw do I fix it?

the b cam isnt an aggressive cam. it wont lope, it will take a more aggresive cam to get lope.
