EEC-IV and speed input

The EEC-IV has an input for speed. Even while in N, the EEC-IV will hold the RPM a little higher then normal idle while moving forward and during your slow to a stop. What or where is this input from and where would it be connected to the computer? My stock 91 does this action fine but my 88 that was converted to MA does not seem to have this connected or that function is not working. I have some stalling when quickly going to N or stopping fast and I've already swapped the EGR and the IAB. I also have some idle hunting at times (random) and I've done everything I've read in troubleshooting guides for hunting. Not that I think the hunting is caused by this lack of speed input but it is one more thing that I would like to investigate and eliminate if possible.

Any tips would help.
