possibly bad ground or wired wrong!!..where do you have it mounted? and who makes it?

is its a external electric pump or internal electric..is it even electric?

look at the fuel pump and look for the ground. the ground my be dirty. if it is disconect it and get a wire brush or sand paper and clean it of.

I think this may be the problem becuase this happened to my friends car.

O.K. here' the problem now.....I turn the key on to check codes and the engine light comes on and doesn't go off. Hook up a jumper and turn the key on and no codes, the light just stays on. Usually the fuel pump goes off after its primed, but it constantly runs. Sorry so long just getting frustrated.

relay isnt stuck...if I turn the key on, then off, the pump goes off. If I leave the key on it constantly pumps.

Sounds like a stuck relay. Just turning the key on and off doesn't mean it isn't stuck. It means it's getting 12volt power all the time, which comes from the relay as switched by the computer. If the relay is stuck, the power is on all the time.
