Not for sure of what may cause it, but in order to increase it you will need to bore out the screw hole on the sensor itself so that you can adjust it. Anywhere from .8 to 1.0 ohm.

spec is actually .49 to 1.2. best to keep it in a safer range of .8 to 1.0. there is no performance advantage to any specific value as long as it is within spec. at WOT the voltage should be at least 2.71 volts above the closed throttle setting. again, no psecific voltage value.

idle= .49 to 1.2
part-throttle= .04 over the idle setting
WOT= 2.71 over the idle setting

My computer keeps throwing out the code for low voltage to the tps. I replaced it not long ago because I had the same code and it cleared up for a day or two max. The one I bought was from Advance Auto Parts which may have been my first mistake. I keep reading conflicting post about whether or not the tps needs to be adjusted. Some say it doesn't and others say that it does. I'm beginning to think I should go to Ford to get a replacement and start from there.

when you replace it you must adjust it within stock specifications... thats why if you notice when you put it on the holes are elongated so that you can rotate the sensor itself...

i know what the voltages should be because i have read the GUFB (a9l) strategy guide which is an internal ford document intended for the engineers at ford. also most sources for diagnostic trouble codes descriptions show the range .49-1.2 also. i am positive these are the correct values, but sorry if you think i stepped on your toes.
