spark, fuel, timing, no start

I'm getting fuel I'm getting enough spark and I static timed it. I even put new gas in and changed the spark plugs and I dont here any detonation unless I spray starting fluid into the carb but it still isn't enough to get it going.

well it is a carbed engine cause it used to be a 4 banger. and I found I'm not getting spark all the time, like every other rotation or something, could this be the ignition switch?
