Nothing unless you were leaning out and needed them.

+1 you wouldn't notice unless you really are starving for fuel

ive got:
header-back exhaust
intake manifold
E-303 cam
cold air intake
bigger throttle bodie
and possibly a set of heads (still debating)

Would i notice a difference with 24lb injectors with these mods?? i have a set that i got from a buddy and i was wondering if it would be worth my effort to put them in or not...

you would need to have a MAF meter calibrated for those injectors (or tuning) in order to use them. not worth it with your mods. just keep the injectors, rebuild them, and put them aside until you actually need them.

With your mods, the 19s are fine. You'll actually notice a decrease in power, even with a calibrated MAF. I remember a few years ago, my cousins car (my old 91 GT) had 24s on it. He had simple bolt-ons, and for the life of me... i couldnt figure out why the car always ran sluggish. It had good power, but it just didnt respond the way i knew it should. One day i sat down and thought about his combination, and realized the 24s were too big. So i yanked the 24s out, and put 19s back in, along with the stock MAF. Wow, what a difference. If you dont need them, dont run them.

alright so my starvation problem is either fuel pump, filter, or maybe the regulator?

Pretty much. Don't get rid of the 19's until you're getting closer to 300hp. If you haven't changed the filter in a long time that'd be the first thing I'd check.
