Head install question: Setting valves before starting?


I am looking for tips on setting the valves on a set of new pedestal mount heads? I've read you can start by tightning the bolt for the RR till the rod will not spin in your fingers. Then, take a torque wrench and wrench the RR bolts to 18-20 lbs. Just curious if any of you guys have any tricks to setting the valves before starting the motor? Thanks in advance.

On pedistal Rockers the bolt gets torked not adjusted. Adjustment comes from measuring the preload on the lifter and using a shim between the rocker and the pedistal to make adjustmets.

I realized that the bolts are torqued on the pedestals and that you shim them for adjustment. Just curious if these torque specs sound right to any of you.
