is the car over heating if you let it run for a bit? if so your thermostat could be bad

I have the same problem, and it seems that when you change from say defrost to floor or elswhere it dosen't change the route.

This happened in another car that wasn't a Mustang but may apply here as well. Underneath the dash on the passenger side was a white clip that plugged a bunch of hoses together. Somehow that came apart just enough to leak, and the system would do exactly what you're saying. So I'd check around under there and make sure everything's snug and see if that helps.

My car does the same thing, I think its a fail safe thermostate that has stuck open so the coolent never slows down enough to heat up. my car doesnt overheat but it takes a 15 mile drive to feel even a little warm

There are a few possibilities. It could be the thermostat and it doesn't have to over heat. If the thermostat is stuck open you will have a low heat issue but on the factory gauge the car will appear to be running at the normal operating temperature since they read low on the factory gauge anyway. Another possibility is the heater core being plugged or the heater control valve being bad. With both hoses going to the heater core feeling warm I'm going to rule out the control valve. The heater core however could be bad or have blockage. Just because both hoses are warm doesn't necessarily mean there is coolant circulating thru the heater core.

not switching between floor, vent, or defrost thats the vac problem. not the air temp problem

That would be the heater control valve
