Friend's 88 GT idles at 15 to 1600. We changed the IPS and something else, but it still does it. May not be your problem. How's it change after warmup?

take some throttle body cleaner and with the car idling, spray it around the base of the intake manifold, the throttle body, your vacuum lines and see if anything is leaking by listening for your idle to change while you're spraying.
