yes they are.If you have emissions then dont get rid of the cats, smog pump, and you have to be picky with cam choice. What state are you in?

Emissions varries state to state, and county to county.

As for the cats, there is a gap between what the law is, and how and when your vehicle is checked.
As I read it, it is against federal law to remove a catalytic converter on a street car and carries a $2500 fine. This law exists and is in effect regardless if your local area actually checks for emissions equipment or not. Actually removing just about any factory installed pollution control device (EGR, air pump, sensors etc..) falls under the same law. Do people get fines for this? No idea and I've never seen the emissions police driving around

I'm the messenger here and just pointing out the law. Unless your state does periodic checks, no one would know.

Another addition...

The EPA and CARB also have a note that the cats must be original OEM and must not be in a different physical location from "stock" meaning long tubes would move them and you are not supposed to substitute the four cats that are stock in a 87-93 Mustang with two high flow cats that are common in the aftermarket. Enforcement of these laws appears to be non existent and there are loop-holes.
Any one here with their inspection or emissions license? Do you have some type of reference to know where exactly every car is supposed to have their cats at while doing your visual inspection? This is insane.

Again, if your area no longer checks, you will be fine.

idk about NH but mass is dumping emissions for 96 older cars this october...mass only does saftey test and tailpipe test right now..and Maine has nothing, so i dont see why NH would!!!

you guys are lucky, we are getting screwed in California (there are a few exemptions based on the county, not mine though), a couple years back, the liberal nazis changed the law, so as of right now, all cars 1976 and newer are required to have a smog check every two years with a sniffer, rolling dyno, and in depth visual (including a timing check). if you are a gross polluter, then you have to get tested every year. that being said, i have a 1991 vert with Magnaflow H pipe with two high flow cats, shorty headers and dumped two chamber flows that passes smog every time.
