But can you get 500 hp and 22mpg because i know someone who had this set-up, but if you dont drive it right it wil buck all over the place.

yes there isnt gona be that much difference......plus gas mileage is gona come mostly from the gearing

So you are go with the 408. what size of heads i was think afr 225 heads. and a custom cam and a good tune.

other than that i know the 94 and new trucks and vans that had 351w's were roller cam if your wanting to do that |

A 408 will easily make 500 horsepower.
I don't think you are going to get 22 mpg out of a big inch motor. You would be better off with a 302 and a supercharger or turbo. If your buddy's car bucks all over the place, then he has some issues to sort out because it shouldn't be doing that.
