voltage regulator?

i'm guessing that it's the VR. the voltage at idle is right around 14.6-14.8. but it runs up in accordance with rpm. i stopped at about 3500 rpm when the meter hit nearly 20V. assuming that it is the VR, could this also be the cause of my battery going dead over night?

(i'm sure these are stupid questions, but i'm kind of a geek and don't know that much about cars. so, any help would be great)

thanks,
Squints.

i don't even drive it. it's still got some work that needs to be done before i'll feel comfortable driving it around.

plus 1, also check to see that no misc. lights or other things are staying on when the car is off. Mine as doing the same thing awhile back and what it turned out to be was a bad fuel pump relay no cutting the circuit when the car was off.
