It should only be riveted on so you would have to replace the rivet or replace them with a sheet metal screws.
Your picture looks whacked. The support should hang straight down, not leaning forward like yours and it should not move forward because it is attached on both ends. Yours appears to be only attached with one rivet on one end? The bumper cover should attach to the bottom of the bracket through those square holes to matching holes on the bracket Maybe someone will post a picture, if not, I will later.

The rivets are gone I know that, they bent, but im talking about the red this bolt thing, how do I tighten that... the other side the bumper support thing is perfect no bends and the rivets are there but the this red bolt thing is loose on that side too....

The rusty thing with the red circle is a blind pop rivet. The things that you replaced with tie wraps are not rivets but plastic panel retainers. You can get both at an auto parts store but you'll need a pop rivet gun for the blind rivet. Ask a friend to borrow one or buy one at Harbor Freight or Home Depot. The blind rivet diameter will be 3/16" and the length sould be around 1/2"

thanks true blue what I need to replace are the blind rivets, they are loose as anything..
