i have the same prob with my horn it just makes a clicking noise. I think it might be the clock spring or a relay.

Check the ground on the horn. I had the same problem with my Capri. The horn just quit working. I ended up replacing it only to have the new one not work. I shined up the spot where the ground connected to the frame and it worked like a charm.

The metal bracket on the horn is the ground

Yes on some the bracket is the ground, on others there is a wire. If they aren't grounded properly (touching bare metal) the horn won't work properly.

I used to have the opposite problem in my '88GT. The horn would suddenly go off and sometimes in the middle of the night!
My problem was the contacts so I just got another center piece(center of steering wheel) and the problem was solved. I suggest you just go get another piece from the junkyard for $5 and call it a day.

Ok, your relay clicks in the first post, but now doesn't click. sounds like you have a short somewhere between your relay and the horn that now overheated the wiring in the column causing you to no longer get the clicking relay. If you have a test light, chase down the spot that you lose power. Check to make sure there is no power at the horn. More than likely not since the relay no longer clicks.

If the wires look burnt up there, then you have to take the wheel off and see whats going on. The cheap fix would be to catch the horn wire before the relay and install your own momentary pushbutton in the dash somewhere... assuming the relay works after you install the new one. If there are wires burnt though, you'll want to check for a short like neverfastenough1 said berfore you do anything.

since the horn works and the fuse is not blowing the problem is from the switch, winding in the steering wheel, or the wire to the horn, you need to use a volt ohm meeter and test to see if you have 12 volts at the horn when the button is pressed. if not work you way back, test the switch at the steering wheel if you get no voltage there it is either the switch, winding, or wire to the fuse panel. just have to do pin points tests and test each component if all the component are good then do a ohm test on the wire to make sure you have continuity and not a broken wire.

did you just check the fuse or did you actually check to see if there is voltage at the fuse?
