Power valve keeps going bad...why?

The car is running pig rich at idle and has fouled all the plugs. The last few times it has done this, the PV was blown and without taking the carb bowl off, I'm pretty sure it's blown again.
What makes a PV rupture? I know backfires can cause them to rupture but the car has set all winter with only an occasional start up now and then.
It seems like every year I have to replace it.
The car hasn't been driven on the roads since last summer and now the PV is probably bad again?....it doesn't make sense!
How can a car go from running perfect to running super rich just from setting in a garage for the winter?

Dirty carb circuts. They will cause a whole range of problems.

if it was backfiring hard eonough to blow the valve, I'd think you'd know it. Also, depoending on the year carb, it may have the ball-check in the passage to keep from blowing the valve.

maybe time for some dissasembly and cleaning if you let it sit all winter without at least adding some fuel stabilizer.
