Emergency Brake handle


OK, so before I can get my new Mustang inspected, I need to figure out whats wrong with my emergency brake. Everything is hooked up but when I pull the handle it does not pull the cable. the cam that the cable is in doesn't move. Is there supposed to be something that catches that cam and pulls it?

Why do you need an emergancy brake? Mine in my truck isnt even hooked up

Here they drive the car and check the emergency brake to see if it holds under power...... I failed an inspection in my 67 because it wouldn't hold my car in drive.
