I'm pretty sure its vacuum controlled.... So make sure the vacuum line in the engine compartment is still hooked up.

It is the little hard plastic one that runs from the vac tee along the firewall and goes in on the upper part of the passenger side buy the hood hinge. I believe there is also a little round check valve on it about an inch in diameter. I'm describing this from memory on my non stock Mustang so stock my be a little different like it may be connected to the vac tree that hangs near the throttle body instead. Those hard plastic lines get brittle over time and crack easliy. I had the same problem a few weeks ago. There is also a vac tree inside the car with colored lines in it, again, from limited memory and I may be confused but it should be near the passenger side under the glove box?.

You can slide a regular vac line over the hard plastic ones.

Some diagrams compliments of tmoss.

The vacuum line in the picture looks like an emissions line from the passenger side of the engine compartment.
