bad 02 sensor?

Driving on the highway tonight I realized my car would kind of lag or get alittle choked up if i kept a steady highway speed. My speedo would read 80 but i know I wasnt going that fast cause my speedo cable is messed up but Im tryin to figure out what could be causing this. In the city the car drives fine and wot the car is fine its just when i keep a steady speed on the highway it will do this.
