Opinions on roller rockers
Are COMP Pro Magnums the best? Anything better under the $300 price range?

Yes the Pro Magnums are good and probably the best you are going to get for $300 or less.

Comp has a GOLD Race Rocker that will probably be more than enough for you. If you need more then they can handle then you should probably be stepping up to shafts. They are successfully running in 8000 rpm motors with over 500 lbs of spring. I run them in a 195cc headed 306 with 450 lbs of spring shifting at 7K.
