Rebuild or new engine?

Well i got an 89 5.0 with about 200k on the engine. Right now it can barely run anymore, kinda feels like my stock Jetta can go faster....no joke. It also stalls randomly and sounds like it is going to die when idling. I was just wondering would it be worth it to rebuild the engine thats on it right now with new parts or would it be better to get a crate engine.

Have it rebuilt by a local engine builder.

That depends if there is someone in your area that you can trust. Even though crate motors are usually bought from a company that is not local as long as you buy from a good company you should be ok. But if you know someone in your area that is really good local is always better but if you are the slightest bit worried go with the crate motor
