ECM communication problems

Anyone ever have a problem where a scanner could not communicate with their ECM? I have been to two seperate shops, and they both had the same problem. They can communicate with KOEO and get codes, but not with KOER.

nope , what kind of scanner where they using , bad ECM maybe ?
